Director of the NIH Guide to Grants and Contracts (NIH Guide)
Dr. Jose Ruiz is the Director of the NIH Guide to Grants and Contracts (NIH Guide) within the Office of Extramural Research (OER) in NIH’s Office of the Director. He and the NIH Guide team manage the development, review, and publication of all NIH Funding Opportunity Announcements (FOAs) and Notices. Prior to joining OER, he served in a variety of roles at NIH, most recently at the National Institute on Drug Abuse (NIDA) as a Scientific Review Officer conducting the review of grant applications and contract proposals and as a Program Official focused on enhancing participation of underrepresented groups in biomedical research. He also served as a Contracting Officer’s Representative and collaborated with Program and Contract colleagues in FOA and RFP development. Prior to joining NIDA, he served as a Science Policy Analyst for the National Institute of Nursing Research (NINR) and the NIH Government Performance and Results Act (GPRA) Office. Dr. Ruiz earned his BA in Biochemistry and Molecular Biology from Boston University and his PhD in Genetics from The George Washington University contributing to the understanding of ligand-receptor interactions pertinent to atherosclerosis, Alzheimer’s disease, coagulation, angiogenesis, tumor growth, and neuronal cell development. He also contributed to studies of chromium-DNA adducts and processing of plasma reelin in humans. Additional, he earned a Project Management Professional (PMP) Certification from the Project Management Institute.
